Dr. Carroll was an invited in 2007  by the US Department of Education to evaluate proposals submitted by universities and colleges for the Fund For the Improvement of Postsecondary Education (FIPSE).

Academic credentials

Susan Rovezzi Carroll, Ph.D. and David Carroll, MSW have the academic training, expertise, and experience to provide action-oriented evaluations and needs assessments.

Both have terminal degrees in areas that relate to the program evaluation. Susan Carroll, while pursuing her doctorate was awarded a research assistantship in the Bureau of Educational Research at the University of Connecticut. David’s areas of specialty, while pursuing an MSW at the School of Social Work, were planning and community organization.Experience

Words & Numbers Research, Inc. has conducted numerous, large scale, multi-year evaluations for the federal and state governments, as well as clients in diverse settings. Currently, we are performing two longitudinal evaluations for projects funded by the US Department of Education.

The customized designs of each program evaluation, the respective implementation and then the completion of the contracts have been achieved with the highest standards. The satisfaction of the clients with their work has resulted in repeat business; the firm does not advertise.

Listening carefully identifies the requirements of clients. This is a skill that David and Susan Carroll can bring to the partnership with state departments, federal agencies, foundations, public schools, community-based organizations, colleges and universities, hospitals and health care organizations and other not-for profits.

Our ability to offer excellent technical expertise and capacity building, while considering the ongoing needs of the project, is a strength that has enabled us to retain our clientele.

The firm has designed numerous data collection tools that are user friendly and effective. From these, quantitative and qualitative data have been compiled and brought in-house for tabulation in SPSS, our computer statistical package for data analysis. The generation of tables that are simple and straightforward, the development of reports from the data sets and the interpretation of findings have been our areas of expertise for over 30 years.

Expertise

Dr. Carroll has published many articles on the topic of program evaluation in peer review journals. One in the Journal of Allied Health serves as a model for program evaluation at the post-secondary level. She designed and taught a graduate level course called "Program Evaluation" at the University of Connecticut and was an Associate Professor teaching graduate level Research Methodology prior to starting the firm.

Also, Dr. Carroll has conducted training sessions for executives and educators on conducting surveys and program evaluations. Her teaching evaluations by students have been very strong in both graduate instruction and training format.
